Lisa Crow is a Senior Policy Analyst at the Center for Health and Homeland Security where shes primarily worked with local jurisdictions in developing various emergency preparedness plans and policies, while providing strategic direction on a programmatic level. Ms. Crow currently works with Howard Countys Office of Emergency Management where she led the development of the Countys Emergency Operations Plan and the Countys Pre-Disaster Recovery Plan. Additionally, Ms. Crow is the Chair of the Baltimore Urban Area Security Initiatives Recovery Committee responsible for developing local plans for each jurisdiction and a regional plan through coordination with the State. More recently, Ms. Crow coordinated the Countys post-disaster recovery efforts following the 2016 Historic Ellicott City Flooding. Lisa holds a Masters in Integrated Homeland Security Management from Towson University and a Bachelors in Sociology and Anthropology from Towson University.
