David Martini, MA

Mr. Martini has over 35 years of experience in emergency management, fire protection engineering and fire suppression.

He has been with the Department of Defense for over 25 years where he developed the Emergency Management Program for his Agency. He authored the Agency Emergency Operations Plan and implemented the National Incident Management System to handle emergencies of all types. As a certified National Incident Management System and Incident Command System instructor, he has trained hundreds of Federal law enforcement, fire department and public works personnel on the principles and implementation of ICS. He has acted as both incident commander and planning section chief for numerous emergency incidents and dignitary and VIP visits.

Mr. Martini is the principle author of his agency's active assailant/active shooter workforce training program, training over 5,000 persons at multiple locations across the country. He has planned, conducted and evaluated scores of emergency management exercises across his Agency, focusing active shooter and numerous other emergency scenarios. These exercises tested evaluated both first responder and Agency employee knowledge of emergency plans and procedures. Detailed evaluations and improvement plans were developed to improve the overall emergency management program after each exercise.

Mr. Martini has reviewed hundreds of building construction and renovation plans to ensure compliance with building and life safety codes. He has also conducted numerous risk surveys, identifying hazards and recommending necessary corrective actions to ensure both code compliance and occupant safety.

As a fire protection engineer for a major east coast utility, Mr. Martini designed atypical fire protection solutions for unique power plant fire hazards. He managed numerous fire protection projects to upgrade a major nuclear power plant to satisfy comprehensive Nuclear Regulatory Commission fire protection requirements for nuclear plants.

A volunteer firefighter in his community for over 35 years, Mr. Martini has answered thousands of emergency requests for services, ranging from building fires, rescues, emergency medical and hazardous material incidents. He served at all levels from fire fighter to Chief of the Department.

Mr. Martini has certifications in the Incident Command System through the Federal Emergency Management Agency and Harrisburg Area Community College; and Fire Fighter and Fire Officer Certifications through the Firefighters Professional Qualification Board of the University of Maryland, Fire and Rescue Institute.

Mr. Martini has a Master of Science Degree in Management from Johns Hopkins University and a Bachelor's of Science Degree in Fire Protection Engineering Form University of Maryland, College Park.
