Early on in the FEMA Housing Program for the Texas General Land Office Christa Lopez served as a Director and now serves as a Deputy Director for the Community Development and Revitalization Program. Lopez continues to oversee the administration of the first ever, state-led Direct Housing Mission that FEMA has asked a state to run, as well as, now helping to coordinate efforts for the CDBG-DR program. Lopez recently completed her Ph.D. in Public Policy Administration with an emphasis in Emergency Management. Her dissertation focused on the experiences of Hurricane Harvey disaster survivors with the disaster volunteers in the Coastal Bend region of Texas. Prior to joining the Texas General Land Office, Lopez served as the Section Administrator for Human Services and Individual Assistance for the Texas Division of Emergency Management. Lopez has been the state of Texas Individual Assistance Branch Director for some of the most recent disasters, including Hurricane Harvey. Early in her career, Lopez spent 17 years in Higher Education focused on behavioral threat assessment, campus violence prevention, crisis intervention, Title IX administration, housing, and university judicial investigation. Lopez has volunteered in search and rescue and emergency and disaster response for 17 years.
