DeeEll Fifield is a Master Instructor with Northwest Arkansas Community College, an academic partner of the RDPC. He has over thirty-eight years of experience in emergency management planning, training and exercise, helping to develop disaster-resilient communities and organizations. His unique combination of education and expertise in emergency operations plan development and implementation is well regarded. He has a BS in Geology and a MS in Environmental Planning. For over 25 years, he was a planner at the Utah Division of Emergency Management, working with county and city governments to develop and implement Emergency Operations Plans. As a consultant, he developed Emergency Operations Plans for several counties, plus organized and facilitated the Great Utah Shakeout Exercise for the University of Utah in 2012. He also has experience in FEMAs Natural Hazard Pre-disaster Mitigation (PDM) program, updating two Utah county PDM plans in 2016.
