Mr. Hicks has been a county Emergency Manager for 34 years. The first 17 years in Colbert County in NW Alabama and in 1997 was appointed as Director of the Morgan County (Alabama) Emergency Management Agency. Morgan County is one of four risk counties for TVAs Browns Ferry Nuclear Plant.
Eddie holds a B.S. Degree in Public Safety Administration from Athens State University and an Associate Degree in Fire Science Administration from Shoals Community College. He served as President of the IAEM - USA and also served 3 separate terms as President of the Alabama Association of Emergency Managers. The Morgan County Commission appointed Mr. Hicks as Commissioner of the Morgan County 9-1-1 Board of Commissioners. He is currently a representative to the Homeland Security Consortium and is the county's point of contact for Homeland Security issues.
Mr. Hicks maintains several professional certifications: Certified Emergency Manager (CEM) issued by IAEM, Advanced Level Emergency Manager (ALEM) issued by the Alabama Association of Emergency Managers and Certified Local Emergency Manager (CLEM) by the Alabama Emergency Management Agency. Mr. Hicks was honored as one of the Nations outstanding emergency managers when he received the annual Clayton R. Christopher Award. The Alabama Association of Emergency Managers awarded him their Career Achievement Award. One of his latest projects involves forming a forum for local emergency management programs that deal with radiological preparedness issues.
