Jerica Shackelford

Jerica Shackelford is the Deputy Chief of Staff at DC Homeland Security and Emergency Management Agency (HSEMA). She also serves as a Director for the District's Emergency Operations Center. Ms. Shackelford has been a member of HSEMA's team for over 9 years, with a background as a Grants Program Manager for Homeland Security grant funds. First-hand insight on how the National Capital Region (NCR) allocates grant funding as well as her experiences in various EOC roles, has given Ms. Shackelford a unique perspective of Emergency Management.

Ms. Shackelford co-leads HSEMAs Incident Management Task Force, working to reimagine how the District provides 24/7, EOC, and field-level information sharing, coordination, and resource support in an innovative, streamlined, and simplified way. As Deputy Chief of Staff, Ms. Shackelford serves as a change agent for a complex organization that must negotiate performing the mission of Emergency Management with the demands of competing priorities in a changing workforce climate.

Prior to joining HSEMA's team, Ms. Shackelford supported the Grant Programs Directorate (GPD) at FEMA. She completed her BA in Communication from Texas AM University and is a recent graduate of the Certified Public Manager program partnership with District government and George Washington University. Ms. Shackelford recently earned a certification in Change Management.
