Mr. Groves has over 30 years of experience in emergency services. Jim graduated with honors from the American Military University in 2014 with a M.A. degree in Emergency and Disaster Management. He graduated Cum Laude from Western Carolina University in 2010 with a B.S. in Emergency and Disaster Management. He is a 2005 graduate of the University of North Carolina-Chapel Hill School of Public Health, Community Preparedness and Disaster Management program. Most recently in 2018, Jim graduated from FEMAs National Emergency Management Executive Academy. Jim is a Certified Emergency Manager, a Master Exercise Practitioner (MEP), and adjunct instructor for the Emergency Management Institute, and a lead instructor for the Department of State, Diplomatic Security, Office of Anti-Terrorism Assistance.
