Joshua Barnes serves as the Acting Director of the Recovery Division in the Department of Health and Human Services, ASPR. He has experience leading federal recovery activities to improve the short and long-term outcomes for over thirty major disasters and countless communities. In his capacity at ASPR, he leads the policy development, preparedness, and post-disaster implementation of disaster recovery operations for HHS nationwide and serves as the National Coordinator for the Health and Social Services Recovery Support Function. Prior to joining HHS, Mr. Barnes served on the White House National Security Council Staff as the Director for Preparedness Policy. He led, planned, and coordinated development and implementation of preparedness policies and associated grant programs of over $1B. Included in those efforts was the implementation of the National Preparedness policies for the federal government. In addition, he led interagency efforts to better integrate federal community resilience policies, and national-level actions in building long-term resilience resulting in a Presidential Memorandum and associated National Action Plan.
