Kathy Francis directs the Mid-Atlantic Center for Emergency Management (MACEM) at Frederick Community College. Earned a 3-year cooperative agreement with the DHS to develop curricula in Complex Attacks Situational Awareness & Response for senior law enforcement, fire and rescue and emergency managers nationwide. Earned her dual MS in Management Police Executive Leadership at Johns Hopkins University. Served as Frederick County Emergency Manager. Served on a Federal Pre-Disaster Mitigation program grant review panel, the MFRI FEMA curriculum development team. Extensive experience in all phases of EM, including the execution of large mitigation projects, planning, exercises and response and recovery operations during 4 Presidentially-declared disasters. Served as the Senior Crime Analyst with the Sanford Police Department in FL. Attained her BA in Criminal Justice Administration from Columbia College. Recognized by the FDLE for her analytical skills and served as a subject matter expert to develop a prerequisite course curriculum for the FDLE Analyst Academy.
