Cosmological simulations of galaxy formation are rapidly advancing towards smaller scales. Current models can now resolve giant molecular clouds in galaxies and predict the properties of star clusters forming within them. I will discuss new theoretical simulations of the formation of massive star clusters in the Milky Way throughout cosmic time, and connect them to the observed properties of the present globular cluster system.
