Samantha W. Zutler provides labor and employment advice and litigation services to a broad range of public and private sector clients. She works with clients at all stages of the disciplinary process, from drafting and implementing new policies to defending employers in disciplinary appeals. Ms. Zutler has represented public and private sector clients in individual, collective, and class actions.
Ms. Zutler also conducts and advises on personnel and internal affairs investigations. She is currently litigating Waters v. City of Petaluma, in which the Court of Appeal recently held that an investigation report prepared by an attorney investigator, at the request of the City Attorney, is subject to the attorney client privilege.
Ms. Zutler is frequently called upon to conduct training for employees, managers and elected officials throughout California on a variety of topics, including prevention of sexual harassment, discrimination in the workplace, and accommodation of disabilities. Her experience ranges from conducting individual, one-on-one remedial trainings to group trainings for over two hundred employees. Her audiences have included engineers, maintenance workers, police officers, firefighters, attorneys, mid-level and senior management employees, human resources personnel, Boards of Directors and City Councils.
