Debra Samples is the Regional Program Manager for Children's Bureau Region 9 in San Francisco, CA. She and her team provide oversight to States and Tribal federal Child Welfare Programs in Arizona, California, Hawaii, Nevada and the outer pacific territories of American Samoa, Guam, and Commonwealth Northern Marinara Islands. Ms. Samples has more than 30 years of child welfare experience, including state and county-level work across two states— Georgia and California. She has spent the last 15 years with the Children's Bureau Region 9 office and brings a wealth of knowledge about the policies and requirements needed for grantees to operate the federal child welfare programs. <o:p></o:p>

She has devoted her career to ensuring good outcomes in the areas of safety, permanency, and wellbeing of children and families touched by the child welfare system. Ms. Samples worked for many years providing direct work with children and families and as an adoption worker and managing a foster adoptive parent recruitment project. Most recently, during the first and second rounds of the federal child and family services reviews, Ms. Samples served as a member of the Children's Bureau National Review Team and was site lead in a number reviews across the country assessing states conformity with meeting outcomes and program systemic factors. She has also participated as a panelist during a National Child Abuse and Neglect Conference on the over use of psychotropic medication of children in foster care. <o:p></o:p>

Ms. Samples received a MA of Psychology Middle Tennessee State University in Murfreesboro, Tennessee.<o:p></o:p>
